He was pardoned for any Federal crimes, not State. Also, I would expect the Trump admin to challenge the validity of "preemptive pardons" with SCOTUS. I, personally, don't think you can pardon someone for crimes not yet committed. Democrats probably were right to fear that the Republicans would return their own legal abuses back on to them. I get that. But I think there is potentially more to it where Faucci comes into play.
