you and I came in at the same time.  I do not recall teams holding more than 25 walking into the draft (nor after).

I don't follow such things, but as I understood the rule it has always been 30 - number of draft picks. 

We also have a rule that you have to cut players before the draft begins, and that rule is never enforced.

-my understanding has been we cut down to 25 for the draft. Mmmm…beer has been advocating to change that for a couple of years.
