The fact that Volek took all of the snaps in practice this week is a pretty good indicator that he will start but Fisher has played McNair before without McNair receiving reps in practice. It was the first time this season he did not participate in a workout Wednesday, Thursday or Friday. Back pain caused him to sit out Wednesday and he was excused for personal reasons on Thursday. Billy Volek worked the whole week with the first-team offense. "We haven't ruled [McNair] out for the game at this point," said coach Jeff Fisher. "He has been in this situation before. We just felt like an extra day would help. He is much better right now than he was last week." McNair refused to address the media to discuss his health or anything else related to Sunday's game at Sun Devil Stadium in Phoenix. Back spasms first became an issue this season on Oct. 14. He missed that day's workout but then attempted a season-high 41 passes last Sunday against Cincinnati. He has started every game this season and has attempted 210 passes, compared to one by Volek. "I am not concerned about Billy and his ability to be productive," Fisher said. "[McNair] is feeling better however. We just felt like an additional day of rest would be beneficial for him." The Titans officially downgraded McNair from questionable to out Saturday after listing him as questionable each day because of back and ankle injuries. He missed each practice, including Thursday when he was excused for personal reasons, and sat out two sessions last week. Volek will be making his 10th start Sunday after starting eight times last season for an injured McNair. ``I`ve said this for a long time now, even though Steve is the starter, I still prepare myself like I`m the starter,`` Volek said after practice Friday. ``So, I`m just going to go out there and play my game.`` Volek threw for 2,486 yards, 18 touchdowns and 10 interceptions in 2004.
