Poker Question

So I play in a $50 unlimited rebuy (1st hour ) weekly tournament and this came up.  First I do not know all the "official rules" but we have a pretty good player who runs things pretty tight and of course he was not there this week.  We always play that if you throw in a single chip without stating it is a raise then it is a call.  So if the bet is 100 and you throw in a 500 and do not say raise it is a call but if you throw in 5x 100 chips it is a raise (more than one chip).  Do not know if that is official but that is what we do. 

we have an older guy Al that is always confused and he gets picked on mercilessly.  So Al is the small blind and it is 100/200 and he has like 5x500s and 1x100 chip.  He puts his 100 in for small blind.  1st to act calls for 200 and everyone else folds to the small blind.  Al throws in a 500 without pulling back his 100 or saying anything.  He has nothing smaller than the 500 and looks around for change.  The first to act immediately says that is a raise because it he has 2 chips out.  Al says I was just calling.  A few people say it is a raise and a few say it was a call.  So after a few minutes someone not in the hand just says we will let it go as a call and nobody else says anything else.  The bb calls.  The flop is 67J.

The first to act goes all in and the BB calls with 67.  The first to act has QQ and is pissed because if the small blind's bet was a raise like he said the BB would have folded.  He said people not in the hand should have stayed out of it.  Another discussion ensues but it is too late and the 1st to act is upset.  My point was if I have chips out and someone raises 100 and I throw in a 500 without saying anything it is a call even though I have chips out and this is the same thing.  If any of you are still reading what do you think?

How was the small blind not first to act after the flop?  Or did you mean "first to act" was under the gun?

By the way, at the casinos, I play at, that $500 chip by Al would be considered a raise since he didn't pull his $100 back.  Dealer should really clarify the action immediately though.

If you put $500 in the middle of the table and sit there like a retard that is a raise.

If you're going to call then you say call and ask for change. 

It's really not that hard and it seems like this idiot needs to learn the hard way.

The rule:  the bet is as depicted on the table unless something else is conveyed verbally.

If there is a 1 in the table and he adds 5 to it without a verbal, then the raise is depicted by the chips.

That said, you all are d*cks for being that tight about it.

He makes mistakes all the time.  When I told the guy that runs things the next day he said only Al could flub up a call.  He said it should have been a raise but it had to be decided and was.  I see why you guys all say it was a raise.  I thought call.

I witnessed this myself. Asian dude playing roulette and constantly playing $10 chips and dealer noted to him he played a $100 chip instead of a $10 chip. Dude picked up chip. Dealer called no more bets and of course the number came up. 
Asian dude put up such a fight. Even to win $10 chip as that’s what he thought he bet. Casino said dealer didn’t tell you to change your bet just pointed out the difference
