Only 5 to 6 hundred?  Good luck.  You might as well keep what you got.

Get a laptop with HDMI. You should be able to find something decent in that price range.

It has HDMI. 8G memory, intel 630 graphics card, no SSD. I'm hoping a cheap SSD and hdr 730 graphics card with 8g ddr4 will be better. It's hooked to a 4k TCL TV in the garage

What are you using it for when you say it can’t handle your TV? Even though I feel like I’m pretty good with tech, I’m sure I’m tech illiterate in many ways. How does a PC “handle” a TV? I have an Alienware PC to handle some video editing and the whopping 2 games I’ve played since I got it.  PC is about 4 years old now. I stream movies shows and sports and cast it to my 4K Samsung over wifi , picture looks great.
Only upgrade I did myself was add another 8gb stick of ram to bring it to 16. 🤷🏻‍♂️…. No ssd on mine either. No liquid cooling.

If you want better performance, or fps or whatever I would suggest buying an inexpensive stick of ram and popping it in. After that the next bottleneck I would think would be the CPU.

if you’re just using the 4K tv as a monitor (or 2nd monitor) then I guess you’d want to make sure your GPU was capable of supporting higher resolution
