Joe Biden "enabled" his son Hunter to sell access to the United States’ "most dangerous adversaries," including the Chinese Communist Party, Russia and more, the first son’s ex-business associate Tony Bobulinski is expected to testify as part of the impeachment inquiry Tuesday.

Bobulinski, who worked with Hunter Biden to create the joint-venture SinoHawk Holdings with Chinese energy company CEFC, and said he met with Joe Biden in 2017, is testifying behind closed doors at the House Oversight and Judiciary Committees Tuesday. Fox News Digital obtained a copy of Bobulinski’s prepared opening statement.

Bobulinski will testify that from his "direct personal experience," it is "clear" that Joe Biden was "'the Brand' being sold by the Biden family.’"

"His family’s foreign influence peddling operation—from China to Ukraine and elsewhere—sold out to foreign actors who were seeking to gain influence and access to Joe Biden and the United States government," Bobulinski will testify.

"Joe Biden was more than a participant in and beneficiary of his family’s business; he was an enabler, despite being buffered by a complex scheme to maintain plausible deniability," Bobulinski will say. "The only reason any of these international business transactions took place—with tens of millions of dollars flowing directly to the Biden family—was because Joe Biden was in high office."

Bobulinski will add: "The Biden family business was Joe Biden, period."

Bobulinski is also expected to raise "possible violations by Joe Biden of the Foreign Agents Registration Act, the Foreign Corrupt practices Act, and the Racketeer Influenced and Corrupt Organizations Act (RICO)."

Bobulinski is set to detail CEFC’s arrangement with the Biden family, stressing that it is a "surrogate" of the Chinese Communist Party.

"The Chinese Communist Party through its surrogate, China Energy Company Limited, or ‘CEFC’—a CCP-linked Chinese energy conglomerate—successfully sought to infiltrate and compromise Joe Biden and the Obama-Biden white House," Bobulinski will say, noting the work began in 2015 and continued through when Joe Biden left office in January 2017 through March of 2018.

Bobulinski will say CEFC’s "aggressive approach" to the Biden family began around the same time Joe Biden announced he would not run for president in 2016. Biden made that announcement in October 2015.

Bobulinski is also expected to call Hunter Biden "the Biden family’s weakest link."

Tony Bobulinski, a decorated military officer and former business partner of Hunter Biden who has produced emails suggesting that Joe Biden was the “big guy” entitled to 10%, told the House Judiciary and Oversight Committees on Tuesday that he was never approached by federal law enforcement for evidence.

Bobulinski’s opening remarks to the committees interviewing him as part of the impeachment inquiry against President Joe Biden included the fact that he has never been asked to give evidence against the Bidens by federal law enforcement, despite his possession of reams of first-hand communications.

“United States law enforcement appears to have been singularly unwilling to speak with me or to hear the facts we will be discussing today,” said Bobulinski, who holds a security clearance and a bipartisan background. “I have never been contacted to provide testimony nor asked to speak with anyone connected with Joe Biden’s administration, including his Department of Justice, the Federal Bureau of Investigation, the Internal Revenue Service, or local law enforcement.”

“That includes U.S. Attorney David Weiss for the District of Delaware or any of the several grand juries I now know were convened after my name became publicly known,” he said in opening remarks that he released concurrent with his closed-door interview.

Bobulinski said that in October 2020 he walked in to the FBI’s Washington Field Office “with several phones containing years of encrypted communications between me and numerous members of the Biden family” and spoke to agents there, but it “was never followed up upon.”

Weiss, the Delaware prosecutor, did not immediately return a question from The Daily Wire about why he did not interview Bobulinski.

Weiss was originally planning a lenient plea deal for Hunter Biden’s tax and gun issues, before whistleblowers leaked information suggesting he was going soft on the president’s son, and Weiss scrapped the deal. (Hunter’s attorneys used Joe Biden to their benefit in the criminal case, threatening to call him as a witness and spur a “constitutional crisis.”) Other more serious potential crimes by the First Son saw the statute of limitations run out as law enforcement did little.

Bobulinski said he personally met with Joe Biden multiple times to discuss “broad contours of our business dealings,” despite Biden claiming he was not involved in and never discussed Hunter’s business ventures.

“The American people will finally hear the facts and evidence that I have been trying to outline for over four years, all backed up and supported by emails, texts, documents, records, pictures, and other evidence. The facts we are going to discuss today are important for America’s national security,” Bobulinski said in his opening statement. 

“For over six years, I was an officer in the United States Navy’s elite Naval Nuclear Power Training Command as a decorated Master Training Specialist Instructor. I later served as the Command’s Chief Technology Officer, where I held a Q security clearance from the Department of Energy and from the National Security Agency. When I left NNPTC, I was the number-one-ranked Direct Input Officer (DIO) in the entire command in my final Navy Fitness Report,” he said. 

Bobulinsky said he has donated money to Democrats, including Oversight Committee member Rho Khanna, only to have Democrats accuse him of pushing “Russian disinformation” and being a Republican operative when the facts that he saw personally were not helpful to Joe Biden. 

“Joe Biden’s immediate family members were enriched to the tune of tens of millions of dollars from some of our most dangerous adversaries, including the Chinese Communist Party and players from Russia, Ukraine, Romania, Kazakhstan and other foreign nations and entities,” he said.

“From my direct personal experience and what I have subsequently come to learn, it is clear to me that Joe Biden was ‘the Brand’ being sold by the Biden family. His family’s foreign influence peddling operation – from China to Ukraine and elsewhere – sold out to foreign actors who were seeking to gain influence and access to Joe Biden and the United States government. Joe Biden was more than a participant in and beneficiary of his family’s business; he was an enabler,” he said.

“The Chinese Communist Party through its surrogate, China Energy Company Limited, or ‘CEFC’ – a CCP-linked Chinese energy conglomerate – successfully sought to infiltrate and compromise Joe Biden and the Obama-Biden White House. This process started in the Fourth Quarter of 2015 and continued through when Joe Biden left office in January 2017 to March of 2018 when CEFC Chairman Ye was detained for corruption in China, never to be seen again. Note that on October 21, 2015, Joe Biden announced that he would not seek the Presidency in 2016. It is not a coincidence that CEFC’s aggressive approach to the Biden family happened around the same time,” he said, adding that Joe Biden was aware of the CEFC transaction.  

Bobulinski said that Hunter and Joe Biden’s brother James Biden “defrauded” him in order to maximize theoir own take in a deal involving Russia, China, and Qatar, and that Joe Biden served as an “enforcement” role. 

Last month, another Hunter Biden business partner, Rob Walker, sat for a similar interview with the congressional committees, revealing that he received $3 million from Chinese energy firm CEFC around the time then-Vice President Joe Biden met with CEFC brass. Walker then steered $1 million of the money to Biden family members. 

Walker also explained how a Romanian oligarch, Gabriel Popoviciu, paid the business partners $3 million. Popuviciu faced corruption charges in Romania, while Joe Biden worked on anti-corruption work in Romania as part of his vice president portfolio.

Seems odd that the feds would never talk to him.  That doesn't seem like a very thorough investigation.
