Based on what little I've learned about this, the illegals acquire legitimate SS#'s in most cases. Some of it is probably identity fraud by some hacker who then sells the numbers for use. If you turn in a claim using a number that is 100% unknown to the SSA, most Federal payments will not be made to you (although many states pay things like medicaid benefits and other state benefits without decent verification of SSN) Most of this fraud comes from fraudulent claims using false representations via many different methods.
