The professional meeting goer grifters infiltrated Amazon after Bezos left is all this means.  

See what happens is you have a manager that doesn't do any work.  When they are forced to actually produce some sort of work product, they hire someone else to do it, but because they're grifters, they don't even know how to hire people who do work, so they just hire more people like them... Professional meeting goers where they all sit around talking about the work, but no one actually does the work.  

Eventually, one of them hires someone who can actually do work, and then all the professional meeting goers get that person to do all the work as they all fight to seem relevant.  

Eventually, the c-suite realizes they have this bloated mess of management and gets rid of all of them.  Happens in every big company.

Think back to how pissed off everyone was when Elon wanted them to send an email saying what they did last week.  The reason those people were pissed is they know they didn't do shìt but go to some meetings.  Coincidentally, musk's perspective on hiring people that do work is exactly why elon's companies are some of the most successful in the world.
