Yes, the first team would win if it got the ball at the start of overtime and never allowed the other team a chance to possess. From Rule 16, Article 4 of the 2018 NFL Digest of Rules: “There shall be a maximum of one 10-minute [overtime] period, even if the second team has not had an opportunity to possess the ball or if its initial possession has not ended.” The NFL was determined to have one overtime period last 10 minutes in the 256 regular-season games. Well, considering that they changed the rule a couple of years back to "ensure" that each team had a chance at possession unless the first team scored a TD, it was not quite that clear.
