The only thing I’ve guessed in this thread (other than jokingly calling the polio vaccine not a real vaccine), was where the unvaccinated New Yorker likely got it from.  But this was based on it being reported that he was in fact a member of the Orthodox Jewish community, who often travel to Israel, who had polio cases earlier this year.

The oral vaccine is better at preventing infection and spread, but can result in actual serious cases because it’s a live virus.

It does sound like the oral vaccine is usually what’s used when there’s an active outbreak.  Which is probably what happened here (I’m still betting the “other person” was from Israel, as they had an outbreak and vaccination campaign earlier this year.)
