Odds are that it was likely an Orthodox Jew as there is a large population in Rockand County and they have a tendency to be anti-vax (and doing some quick reading Israel for example uses oral vaccine)

So apparently the vaccine the US uses is effective at preventing symptoms, but does not technically prevent against infection or spread (it’s not a real vaccine I guess…)
