They already outlawed this type of tackle in Australian Rugby.  I don't see the problem with preventing injuries that take a player out of the game and out of multiple games.  Was there this much crying when the horse collar tackle was made against the rules because of Marion Barber (another Cowboys running back, interesting).  I kind of think defensive players should be required to tackle, not throw their bodies in the air because they can't bring a player to the ground without doing so; not run into a player at full speed head on to take them to the ground instead of form tackling them.

They should simply prevent injuries by making it touch.

They need to do something.  If they don’t, eventually someone is going to die on the field…..oh, wait

How do they make a change in how to tackle someone softly, and also keep the game entertaining?

This is a tough one.  Form tackling is great, but it is almost impossible if the ball carrier gets outside of or behind the defender.
