Their problem hasn't been the receivers, it's been the person throwing the ball.

Anderson has had some good seasons, I think their Qb has problems throwing, but I do think they lack a true wr1 since Jackson has been with the Ravens.

Lamar Jackson only passes for about 2700-2800 or so yards a season and if you're lucky 25 TDs.

They already have a top notch TE who is getting a good 800+ yards and 8-10 of the TDs.

That's roughly 2000 yards and 15 TDs to be distributed among 5-6 WRs, 3-4 RBs.

There's just not room for a Cooper Kupp, Justin Jefferson, or even Terry McLaurin production.

With a true wr1 those other four or five WRs,, and Rbs would be the losers, with 2000 plus yards and 18 or so tds to still be gain , i think their is plenty left, besides a wr1 could help with Jackson production. 

I think a C Kupp type wr would be a good fit with his ability to make plays after the catch .

Rashod Bateman is a true IR #1. Get him the ball. He only is going to be available half of the year.
