He didn't say covid, and there are no covid vaccine mandates for any state.  So it's clearly not what he meant.

I had to look. I took Squistion at his word that the Dorothy person was accurately quoting President Trump about the vaccines. Trump has a tendency to say dumb stuff, I thought this was the latest example.., it wasn’t.
