You answered your own question. Because we butted into them for decades. You break it you buy it. We are a big part of the reason that these countries are such a mess. 

But even if that were not the case, investment makes sense because look at the alternative. Poverty stricken countries sending millions of people in this direction to avoid starvation. Walls and better security and deportation might slow them down some, while costing us billions and forcing us to lose our identity as a great nation. But it won’t stop them. It won’t solve the problem.

I’m drawing a distinction between the immigrants that did build this country and the ones arriving now. As for your question, under Trump immigrants were not admitted unless they could show they could support themselves and I had no issue.  Biden did away with that provision and I do have an issue with that. Does that answer your question? You really think they aren’t coming here at these numbers due to the give aways?
