Better Public Speaker- Biden or Harris?

When Harris replaced Biden I thought for sure there had to be an improvement in public speaking, simply based on Biden having early/late stage dementia.
What I’ve seen with Harris is someone who can put a better sentence together, but what she says makes the same (or even less) amount of sense as when Biden spoke.

Biden.  
 

Kamala just talks in circles and spits cliches she thinks her base will love.  At least Biden will say something substantive. Also, when Biden gets the right drug cocktail he can still give you 10-15 minutes of coherent policy.   Kamala can’t even give you that.
