I got scammed by a white dude for one year of preschool.  Paid in advance for the year, then they closed the school in the first month of the year and he took all the money.   Made the local news.  Similar story as the Learing Center actually, as his wife still ran (maybe still does) a different preschool in the area

Interesting article from 2024, by a Somali-American that worked for the Minnesota Attorney General.   TL/DR: there may be an issue with fraud in the Somali-American community, but one thing that’s not usually noted is that it’s often Somalis that are the victims as well, although in some cases they may not know it if for example they get unknowingly signed up for a program but then never actually receive the product (which could possibly be happening with the daycare situation).
