Well almost everyone Irish came from a shithole village, starving, penniless or near so, & illiterate. What merit would be seen in such persons hypothetically? The Irish in New Orleans were considered so worthless they were valued less than slaves when it came to public works projects.

This is similar to the whole argument about vetting people.  When you don't have standards and you let people in via a lottery or you cannot vet them, by nature you are going to allow people in who have issues and shouldn't be here.  Whether that's the lottery, random chance on who is coming in a refugee situation, etc. 

Neither of us knows what test or process we would come up with if we went to a merit based system so any standard either of us claims would be in place is just made up.  Let's not kid each other.  We absolutely do know one thing for sure, we have three dead people today because of this one guy winning the lottery.  That's not a good thing.  You can support it if you want, but doing so says you're willing to sacrifice the lives of people here for that system.  I think we need to make a change to it.

But by the same token we have tens of millions of Irishmen descent, they have won wars for us, founded banks, & generated tens of trillions of real dollars to our historic economy. They have produced 4 presidents (Arthur, Kennedy, Reagan & Biden off the top of my head), inventors, leaders. They’ve been responsible for massive public works projects in this nation.

They also have been over the course of 150 or so years some of the founders of criminal organizations, all the way down to Whitey Bulger. Lord knows how many people they’ve killed.

Funny thing is Neves - who was smart & rich enough for an Ivy League elite engineering program - probably would pass through any such merit system.

Perhaps.  I'm willing to give it a go though and see if he would have.  And where we fail, we can improve.  Your way, we just throw our hands up and let anyone in, regardless of vetting or merit. 

I'd say you're conflating arguments about an individual merit system versus banning immigration from certain hotspots of Islamic terror.  Nobody is saying we should ban everyone from Portugal.

We don’t let everyone in. The 1965 INA puts a cap on total entrants. Just stick with that.

The phrase everyone, meaning everyone who gets in via the lottery.  I've never understood why we want to leave to chance what we can control.  Many more people want to come to the U.S. than can come legally, we should be trying to select the best, or at the very least have a simple vetting system.

Not necessarily.  He first came in on a student visa but then dropped out of Brown by 2003.  It’s not clear if he stayed here illegally between 2003 and when he got the green card in 2017.  If so, he may have still been here even if he didn’t win the lottery.
