If PI occurs in the end zone from the 50, wouldn't it be better to use half the distance and place it at the 25? If a PI happens at the 5 from the 30, it goes to the 15. Ever see a DB try and grab a guy and miss? you're assuming they will just tackle guys and that is dumb. it is a spot foul and if a guy burns them they still try and grab them, nothing will change. This means if a DB ever gets beat on a deep play by a good WR, they'll interfere almost every time rather than giving up a score. That's High School football rules, they used to tell us to just interfere and take the 15 yards if we got beat deep, but keep it on the down low kind of thing. Same deal (CFL Fans) on the No Yards rule on punt and kickoff returns. Originally it was a 5 yard penalty, coaches basically told their players to tackle the returner every time and take the 5 yard penalty rather than risking any return, they had to make it a 15 yard penalty for that to stop. Penalty has to outweigh the potential benefit, otherwise teams won't care about being penalized. Given the amount of variables going on, the rules should be consistently applied regardless of field position, way too many chances to screw up down and distance otherwise... It is 10 yards and loss of down if the penalty occurs less than 10 yards from the line of scrimmage. If the QB is more than 10 yards from the line of scrimmage, then it is a spot foul and loss of down. There are others that have a spot component to it. For example, holding and block in the back are spot fouls. If it happens behind the line of scrimmage, then it is marked off from the line of scrimmage.
