Local chocolate factory forced to hire ex cons

Because their work force wasn't diverse enough. They mostly employed Mexican and Polish workers. The only way to meet the quota of diversified minorities is to hire ex cons. Guess if the place has gone to shlt as far as quality or not. The entire plant may leave Chicago in part because of the mistakes that are happening. 

A customer who received their chocolate found parts of a flashlight in the batch. They almost decided to cancel theur orders and go with someone else. The plant would have folded right there. 

A sample if chocolate revealed e coli. They were planning this new piping system and freaking out. A new test came back negative. That means the first was just from some guy who can't wash his hands after he shlts. 

The place is noticeably more messy than it used to be. 

Good luck when this company leaves because your tax rates are insane and your workforce isn't qualified to work in a chocolate factory.

How were they forced? Is this a local or state law?

The city stepped in and told them their minorities werent diverse enough. They weren't hiring enough of the black population. There is a high turnover which forces them to hire ex cons quite often
