Black bugs in my gas tank cap

I put gas in my car yesterday and there were 20 little black bugs inside my gas tank cap. How could they live in the gas tank?  They scattered away so quickly I couldn’t get a glimpse of them. They kind of look like black aphids. Have you guys had any experience with them? It’s freaking me out.

Try not to think about the bugs crawling around under your skin. Can't see them? Get a magnifying glass. Stare at your arms for a few minutes. Feel your skin getting itchy? Maybe you start to see ripples moving across your arm. The government put them there. Grab a box cutter and some tweezers. God be with you.

I found white spiders in my trash can on the tree limbs I cut down.  Killed a cicada with a limb cutter too.

Why do they have to be black bugs? Why not just bugs
