Solution: put a tear-off skirt on the QB.  If the defender gets the skirt off the QB, it is a sack.  If the defender actually touches the QB, it's a penalty. 

The other penalty that needs to be abolished is intentional grounding.  If they really want to protect the QB, let him throw the ball away.  Further, at least half the time I see it called, it's really just a case of the QB and receiver not being on the same page (like last night) where the receiver zigs when the QB expects him to zag.
