The only rational explanation for the order of events concerning this whole issue is that he knew he could bait and then cash some political chips in his pocket. There is a strategy for all this on his team, I'm not sure who his Karl Rove is... the strategy element of it is interesting and i wonder if he maximized its value. Smoke screen from Budget/libya? A political timeout as things are going pretty bad for him on all fronts.
