Since Russia launched its full-scale invasion of Ukraine in late February 2022, the front line of the conflict has remained mostly in the country’s East and South. In 2022, these same regions most exposed to the conflict were least likely to want to keep fighting it, although majorities supported it (63% and 61%, respectively).

Over time, support for continuing the war has withered in all regions in Ukraine, no matter how close to the front line they are. Support has dipped below 50% everywhere in 2024.

Some of the biggest declines in support for the fight have been in regions far from the front line, including Kyiv (down 39 percentage points) and the West (down 40 points). Among Ukrainians living in the country’s East, more than twice as many people now want the war to end as soon as possible (63%) rather than continue (27%).

A fair share of Ukrainians who favor negotiating a quick end to the war believe Ukraine should be open to ceding some territory in exchange for peace. More than half of this group (52%) agrees that Ukraine should be open to making some territorial concessions as part of a peace deal to end the war, while 38% disagree and another 10% don’t know. Gallup did not ask more details about the level of territorial concessions that people would be open to.

Reports out of Ukraine are not good. They are begging for boots on the ground but nobody is crazy enough to offer. Russia is chipping away a little at a time but Ukraine is quickly running out of military aged bodies to fight. 

Money isn't going to do anything at this point. They need a resolution

Blinken's comments, in an interview with Reuters, reflect a growing view among Western officials that Kyiv urgently needs more manpower as well as money and munitions to reverse Russian battlefield gains. The call-up is currently from the age of 25.

Ukraine's allies have long avoided raising the issue publicly, given its political sensitivity. But Blinken's comments suggest they now hope public pressure will lead Kyiv to reconsider its resistance to mobilising younger people.

The issue has become more acute with the future of U.S. support for Ukraine uncertain as Kyiv waits for President-elect Donald Trump to outline his policy on the war.

"These are very hard decisions, and I fully both understand that and respect that," Blinken said in the interview at NATO headquarters in Brussels after attending a two-day meeting of the military alliance's foreign ministers.

At this point I'm rooting for Trump to pressure Zelensky to accept some kind of deal, letting go of what Russia seized, maybe keeping the Russian turf that Ukraine took and creating some kind of NATO protection of Ukraine without necessarily bringing in that country as a full member.
