Sounds like they farmed too much and were HOPING to sell it via USAID IF there was a need for it.  Doesn't sound like there was a deal in place in advance.

Again I am not opposed at all to many of things that Trump and Musk are doing here. I’m opposed to the way they’re doing them. I think it’s being done too quickly, without thought or planning, and the results will be chaotic and create much unnecessary pain IMO. 

Again, your model is the previous method:  a committee to form a committee to form subcommittees to spend millions of dollars and months of time to generate a report that would never amount to any actual actions.  I'm interested to see how this approach works on a titanic organization like the government.  Unfortunately, some good causes suffer along the way, hopefully temporarily.  As I heard one person say, if you spend $40B, you are likely to accidentally stumble into providing some good, no matter how big of a boondoggle it is.

I don’t think any of these moves are going to save anyone money. I think the amount of people put out of work will actually cost us more money.

Look it’s going to happen anyhow within the limits of the law. I think some of this is going to be stopped by the courts because there are contracts involved and Congress will have a say as well. 
 

But in the long run, even if it takes a few months rather than a few days, USAID is going to be gone. Democrats can’t stop it. So we will see if this turns out to be a good thing. I have strong doubts but we’re going to find out.

If Trump had said “I’m appointing Elon Musk to study these agencies, and after 3 months he’s going to recommend a series of cuts, and I am ordering him to focus on cutting wasteful spending but keeping all the good stuff, and then we are going to submit it to Congress for approval since I don’t have the power to do this myself” I would have been fine with that. Thats the way this should be done.
