First off, local and state officials didn't ask for them to be there. Trump is a hypocrite for being all about those states' rights and not letting local, county and state officials handle the problem. 

Secondly, this adds tension and volatility into the mix as well as more of a target-rich environment for anarchy-loving opportunities. 

This isn't like New Orleans, where craziness and a massive humanitarian crisis ensued following an historic weather event that few saw coming.

As others have said, we have seen many of these not get handled quickly or at all for a bit.  As seen in thr George Floyd riots.  Where local officials basically told law enforcement to stand down for periods of time. 

Of course the State didnt ask for help.  As if they would admit they have a problem and cant handle it.  

I have seen no video proof of the NG creating chaos.  Chaos is created when local officials act like everythings fine and turn a blind eye to the situation.   As seen with the Floyd riots.
