To be fair, I'm not sure what they would charge him with. Disorderly conduct? Maybe they'll get lucky and he was wasted or carrying something illegal.

City of Phoenix has gotten bluer with all of the Californians scurrying in like rats, but I expect he'll get charged

Also, there is a Memorial at Cardinals stadium this Sunday. I'm going to be out of town so I'm not tempted to go, but I expect some violence if and when yahoos like this turd show up.

I don't think you could justify a charge of destruction of property at a site where people are just leaving things behind. Legally speaking, all the Kirk tribute stuff is basically litter.

I would imagine this depends in whether its on public or private property.

Rachel Mitchell lets these kinds of crimes go unpunished. She is big on diversion and being appropriate on crime, not tough on crime and wants to reduce incarceration numbers.

I just visited the memorial.  Very nice, maybe 1-200 people there.  ❤️

Regarding the property, the buildings are in an industrial park.  The memorial is between the curb and the fence to the buildings.  The sidewalk is probably public land, unclear about the land between it and the fence -- in Phoenix, for a house anyway, that is owned and the responsibility of the landowner.
