Senate Republicans’ plan to reignite the government funding process was torpedoed by Senate Democrats, who blocked a bill that would pay the troops as the federal government entered Day 16 of the shutdown.

### Federal Employees Still Getting Paid
These groups are exempt from shutdown pay disruptions and receive regular paychecks:

- Postal Service Employees: The U.S. Postal Service (USPS) operates independently and is fully funded through its own revenues, not annual appropriations. All ~600,000 USPS workers (career and non-career) continue to be paid on time.

- Federal Judiciary Staff (Limited Duration): Federal courts remain open and funded through fee balances and reserves, allowing paid operations until at least October 17, 2025. This covers judges, clerks, probation officers, and other court personnel (~30,000 employees). After October 17, they may shift to unpaid excepted status unless extended.

- Certain Employees in Fee-Funded Agencies:
  - Federal Deposit Insurance Corporation (FDIC): All ~6,000 employees are paid via insurance premiums.
  - Federal Housing Finance Agency (FHFA): ~700 employees funded by assessments on regulated entities.
  - National Credit Union Administration (NCUA): ~1,300 employees paid from the credit union stabilization fund.
  - Office of the Comptroller of the Currency (OCC): ~3,500 bank examiners and staff funded by bank assessments.
  - Securities and Exchange Commission (SEC): ~4,500 employees paid through registration and filing fees.

- Certain Pension and Benefit-Funded Employees:
  - Social Security Administration (SSA) Field Office Staff: A portion (~20,000) handling direct benefit payments are funded by dedicated trust funds, ensuring continued pay for processing retirement, disability, and survivor benefits.
  - Veterans Affairs (VA) Medical and Direct Care Staff: Critical VA healthcare providers (~200,000, including doctors and nurses) are paid from prior-year unobligated balances or medical care collections, maintaining hospital and clinic operations.

- Special Directives for National Security Roles:
  - Uniformed Military Personnel: Active-duty members of the armed forces (~1.3 million) are paid using prior-year funds. The Pentagon confirmed on October 12 that October 15 paychecks were issued on time, with directives to use all available funds for ongoing payments.
  - U.S. Coast Guard Personnel: ~40,000 active-duty and civilian members are paid from funds in a 2025 reconciliation bill, as announced by DHS Secretary Kristi Noem.
  - FBI Agents and Staff: FBI Director Kash Patel announced on October 15 that all ~35,000 FBI personnel will continue receiving paychecks during the shutdown, using reprogrammed funds.

If the lower courts of federal judiciary get shut down as non-essential, my God that's the greatest idea ever :wub:

that'd solve dozens of problems right there.  :wub:

I'd support keeping the government shutdown for 14 months.
