Yep.  I'd say there is a general pattern that plays out in these cases though.  Show me a government disbursement program, and I'll show you a program filled with fraud.  When it is discovered, the Right questions the oversight all the way to the existence of the program.  The Left fears this, and instead sticks with a "it's happening but rare" approach in an attempt to maintain the status quo, that being using tax dollars to redistribute wealth in some fashion.
