Maduro is a lying communist dictator so I wouldn’t take a word he says seriously but he does respond to that in the interview. He says the whole thing is invented by the US to intervene in the country.

The original war on drugs was a farce because they, the Bush's, were on both sides. They were aiding and abetting the cartels. Then they made a token effort to stop the drugs without actually taking any serious steps.

After that it just became "Oh well. I guess it's impossible to stop drugs. The cartels get to do whatever they want."

Enter Trump. The one president who is actually taking steps to make real change. He is going to force Maduro to lend his help. Which will make this a lot easier.

The war on drugs appears to be working. Everyone can take credit for it too - Reagan/Bush with their moralizing & ‘just say no’ campaigns, the libs/progs with their clinics & free needles. 

US drug consumption is *down, even while supply is *up. 

US drug consumption is the driver in all of this.

The other major factor is gun trafficking - on that side we are the suppliers to the cartels, but that’s a different topic altogether.
