With the standard 3 pt home advantage, Vegas was basically saying the game is a push on a neutral field. The only reason the line is moving is because it is in Vegas' best interest to keep the bets equal on both sides of any game - to get a good return and half the people happy with winning. The line is moving because most people don't trust DET at anything less than 7 point spread. So, they are betting on NE. Vegas is just trying to balance out the bets.
