Seems to me though if you don't want to be followed, drive to a parking lot, wait for the follower to park, block the person in and have your tactical units drive away for whatever operation they're doing. You just got a flood of funding and a bunch of untrained agents. Use them for dumb stuff like this if it bothers you so much.
