I just came back from 2 weeks in Italy and I must say, their no-tip culture is da bomb! Tell the waiter you want the check and you are paying by card; he brings out the check and a wireless POS device. You look it over, he punches in the amount, you tap the card, and WALLA! you are done and can leave.
A few nicer places did add a service fee (it was called something else, can't remember) to cover linens, etc. It was never that much though. And I didn't see any of the things mentioned up thread from Italy, like slice fees etc. Wife and I shared at least one dish more often than not, and I never saw any shenanigans.
