The only party being "obstructionists" is the Demwit party. They don't need a single Rep vote to pass anything, so why hasn't it passed? Because Dems oppose it. The only bi-partisan part of this bill is the opposition to it. Go re-read my original post. Yeah, the Demwits may go the reconciliation route, but if they do it will be political suicide. I think you will be hard pressed to get enough Dems to fall on the sword for the failed Presidency of Obama. They will value their political future more than his legacy, IMHO.
