Both. The country splits into two factions like the Roman empire. Biden gets Portland, Chicago, Detroit, Baltimore, New Orleans, NY and absolutely Michigan and CA. pretty much all the areas he already had. Not a big deal. If you look at the map it's actually a very tiny sq footage of space.

Speaker Polosi will be sworn in after the Supreme court declares the whole election a mess that can never be resolved because all of the ballots have been comingled and cannot be uncounted, but also the count cannot be proven.  So no state can be certified.

Under election law that would be true.  But if a President and Vice President could not be sworn in then Succession Law would take over.  "Had the president died, resigned, been removed from office or been disabled during one of these vacancies the speaker of the House would have become acting president."
