Humans brain size peaked 20,000 years ago.  We've lost about a golf ball of brain matter since then.  Civilization likely means we don't need as much brain matter to survive long enough to reproduce.  In fact, the first thing dictators do is kill the smartest people because they are the biggest threats to their rule.

sometimes they just expel the entire population of regions or kill them all.  For example, China conquered Tibet and obliterated the culture.  Tibetans would light themselves on fire in public protest to alert the world of what was going on.  No-one cared.  The Acadians in what is now Nova Scotia were conquered by the British in 1755 (known as a the Great Upheaval) and got summarily deported to the 13 colonies, the UK, and France.  Many wound up moving to Louisiana and settling there permanently.  The word Cajun is a corruption of the word Acadian.  Again, no-one cared.
