The ruling doesn't say ANYTHING about stopping ICE raids. 

"To be clear, we decide today only that the detainees are entitled to more notice than was given on April 18," the court ruling said.  The Venezuela gang members get more than 24 hours to appeal their deportation. That's it. ICE raids continue.
