The figures could've changed since then (better or worse) but approximately 4 years ago, the DOT in my state released data pertaining to accidents with injuries.

Distracted drivers caused 4 times (400%) more accidents with injuries than drunk/impaired drivers.

Fair point about distracted drivers, but personally, I don't even use cruise control. If I'm in the driver's seat, my hands are on the focking wheel, and my feet are at the pedals. That's never gonna change for me

Pretty simple really.  If the cars driven by humans are 85% safe, then 15% of the time, the problem is the human... yes?  If driverless cars are 86% safe, then 14% of the time... who's the problem?  If the problem is the AI, why should the human be held accountable?  If the human isn't, then who is?  The car manufacturer?  If not, who?  Anyone?

Would seem to be the manufacturer but that is endless liability. I suppose it wouldn’t be hard to tweak the insurance system though where maybe you have to have insurance but name the manufacturer as an additional insured? Or something along those lines

Right, it would point to the manufacturer as the guilty party.  What are the odds that the government will force the manufacturer be the party at fault?  I'm going with 1 in a billion chance... you?  So, if the consumer is the one that's responsible, then the manufacturer shouldn't be allowed to put it on the market without almost a 100% reliability factor.
