I don't know.  Biden has said some extremely foolish and racist things over the years.  On misogynistic stuff he certainly seems to lag way behind Trump, but on raxcist stuff. he seems to xtep in it fairly often and seems to get a pass from his team.

 

As for the items in your second paragraph i will not take issue except, perhaps, with the timeline.  Things move pretty slowly in Washington.
