Did you read you article.  It says so right there:

Several months later, after federal prosecutors said in a court filing that they had “effectively concluded” their investigation without bringing additional charges

Federal authorities thoroughly investigated the case and concluded there were no violations on Trump's part.  So then the state went into action and found obscure laws about fraudulent records that they could possibly charge Trump on, due to some questionable notes on check stubs.  The problem is they had to link these so-called fraudulent records to some felony.  The whole case revolves around insisting that Trump's payments were felony violations of campaign laws, which the feds have already concluded that it wasn 't.   The case is a complete farse and this NY judge is playing along.

I was asked - we were asked by the Southern District of New York to stand down. We did stand down for probably over a year. And then it got to the point where Michael Cohen was indicted and pleaded guilty, and then it stopped. So that was one reason why we didn't move forward at the beginning.

We were asked because the federal prosecutors were looking at it. They had better laws. So up until Michael Cohen pleaded guilty - and then this was really something that the federal government had asked that we not get involved with.

Not necessarily, could mean "better chance", but as we know, Bragg is prosecuting and wouldn't do so unless he thought he could convict, so obviously NY has enough good laws to convict in his opinion, and a grand jury's opinion.
