My first instinct is "no" -- impeachment relates to conduct in his official capacity as POTUS, which he doesn't have until 1/20. And yet, there would need to be some way to remove him if he were to do something so egregious that it demanded his removal (e.g., murderous rampage, misgendering somebody). Under Article II, Section 4 of the U.S. Constitution, “The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.” The president-elect isn’t president and isn’t a civil officer of the United States until they are on the payroll. You may recall Presidents Obama, Trump and Biden establishing offices of the president-elect. They weren’t real offices per se but their transition teams’ stage name, more or less. Federal law allows the apparent winner of a presidential election certain privileges like office space and telecom services but the phrase “Office of the President-Elect” appears nowhere in federal law.
