Or maybe the 3rd worst (since Trump was named the worst if you look what the poll respondents actually said, not how it was creatively interpreted by this Hungarian right wing propaganda outlet).

I have never, before this, seen Ford excluded from any poll or ranking of recent presidents (can you find one outside of this where that was done?). They didn't explain why that they didn't have Ford as an option, so there was some reason and that seems the most likely answer (using Occam's Razor).
