Report says war on terror is fuelling al Qaeda

LONDON (Reuters) - Six years after the September 11 attacks in the United States, the "war on terror" is failing and instead fuelling an increase in support for extremist Islamist movements, a British think-tank said on Monday.

 

A report by the Oxford Research Group (ORG) said a "fundamental re-think is required" if the global terrorist network is to be rendered ineffective.

 

"If the al Qaeda movement is to be countered, then the roots of its support must be understood and systematically undercut," said Paul Rogers, the report's author and professor of global peace studies at Bradford University in northern England.

 

"Combined with conventional policing and security measures, al Qaeda can be contained and minimized but this will require a change in policy at every level."

 

He described the U.S.-led invasion of Iraq as a "disastrous mistake" which had helped establish a "most valued jihadist combat training zone" for al Qaeda supporters.

 

The report -- Alternatives to the War on Terror -- recommended the immediate withdrawal of all foreign troops from Iraq coupled with intensive diplomatic engagement in the region, including with Iran and Syria.

 

In Afghanistan, Rogers also called for an immediate scaling down of military activities, an injection of more civil aid and negotiations with militia groups aimed at bringing them into the political process.

 

If such measures were adopted it would still take "at least 10 years to make up for the mistakes made since 9/11."

 

 

 

"Failure to make the necessary changes could result in the war on terror lasting decades," the report added.

 

Rogers also warned of a drift toward conflict with Iran.

 

"Going to war with Iran", he said, "will make matters far worse, playing directly into the hands of extreme elements and adding greatly to the violence across the region. Whatever the problems with Iran, war should be avoided at all costs."

Wait a minute. So they're saying giving Al Qaeda access to Saddam's conventional weps, occupying one of the holiest sites in Islam and granting Al Qaeda refuge in Pakistan isn't hurting Al Qaeda?

let's see, was the war on terror happening when:

 

* the islamic jihad bombed the us embassay in beriut, 1983?

* shiite suicide bombers killed 241 marines in beriut, 1983?

* ramzi yousef exploded a bomb in the world trade centers, 1993?

* truck bombs exploded at us embassies in nairobi and dar es salaam killing 224, 1998?

* us cole was bombed, 2000?

* mohommad atta and his gang hijacked planes and flew them into buildings killing thousands, 2001?

 

 

yea, i can see just how risky the war on terror is. we might really want to stop it or we just might REALLY piss these extremist focks off and then they might REALLY start doing bad things to us. :music_guitarred:

Yemen, Saudi Arabia, Lebanon, few African countries, and countless others. all countries who have sponsored terrorism, supported it, used to to further their own agendas. We tried to buy them off, work deals ect in hopes they would get a handle on it and keep it from affecting us. will you be sending the money through paypal?

Kinda like we're doing with Pakistan right now. Focking retarded. Even our own NIE, CIA, FBI, DIA, DHS - not to mention the rest of the world's intelligence agencies say that AQ is fully reconsituted and operational in Pakistan. Hell, our own soldiers have to sit there and wave at them across the border. NIE came out a while ago and said that AQ is as able to plan and pull off another 9/11 type of attack now as they were 6 years ago. In the meantime, we declare a military dictator leading a the only country that was caught and admitted provided nuke tech to the AOE and has more working AQ training facilities than any other country in the world - our "Partner in Peace" and pay them Billions.

 

...And in return, we promise not to operate in their country (thus creating the new Laos for AQ) and, whenever some politician starts talking about this seriously, Pakistan just 'happens' to capture some random AQ member and turn him over to the press - I mean - United States.

 

That chit's gonna bite us in the axx, mark my words. Of all the stupidity in the WOT, this one is the dumbest - and scares the shiit outta me. :dunno:

I'm not sure this is a really relevant post given the article that was posted. The article doesn't assert that somehow the WOT created terrorism. In fact, the very first sentence pretty much says it all: That the WOT is fueling an INCREASE in the support for such terrorism. There's a big difference.

 

Any intelligence agency in the world will tell you that the number of terrorist incidents has increased dramatically since the inception of the so-called WOT. I thiink one of our own agencies said such attacks had increased 7-fold, but there was some internal political debate on what constitutes a terrorist attack. Much as we're fudging the numbers with the surge (different thread), some wanted to do the same on the terrorism report.

 

Regardless, that's a whole 'nother discussion. Any intelligence professional or even a well read civilian can and will tell you that terrorism - and the support of it - has been on the upswing. Certainly when you take out one of AQ's greatest rivals in the region (Saddam), certainly when you give AQ relatively free reign in a country where before they were persecuted, certainly where you provide them access to Hussein's previously well-guarded weapons caches, when you invade and occupy one of the holiest site in Islam it makes sense that not only doing so allowed AQ big gains, but also it inflamed otherwise otherwise ambivalent third parties.

 

Not saying that taking out SH was a bad idea, but I'm not seeing anything in the article that any balanced analysis would have an issue with. Again, you seem to indicate through your post that the article said that there was no terrorism before, but I'm not sure where you're getting that.

WASHINGTON — Al Qaeda is believed to be intensifying efforts to smuggle operatives into the United States to launch possible attacks, likely using safe havens in Pakistan as a spring board, the White House reported Tuesday.

 

The report says that while the War on Terror was successful at disrupting Al Qeada's terror network, "the group has protected its top leadership, replenished operational lieutenants, and regenerated a safe haven in Pakistan's Federally Administered Tribal Areas — core capabilities that would help facilitate another attack on the homeland."
