They just drafted 3 bigger athletic WRs. Id rather them get some new blood on thr roster. Their downfall many times is lack of getting open. Adams can. Other than that their WRs lack quickness to get open. Decker wouldnt offer much other than vet experience and knowledge. Which Packers have already with Adams Cobb Graham and now M. Lewis. Similar to Decker I think they would rather have fresh legs on the roster. They drafted 3 athletic WRs. They drafted 3 RBs last year and all made the roster. And they used them. Adams. Cobb. Geronimo. Moore. St Brown. Valdes-Scantling....then they may not keep him this year but Trevor Davis has been a good returner for them. Graham Lewis and Kendricks at TE. Maybe they add Dez late who knows. But I would rather give these guys with upside a chance than fall back to the bargain bin old WR Decker or Dez or any other over the hill player. He might get some usage with Edelman out for 4 games, but overall a terrible fit for fantasy football. Historically you never know outside of Gronk just who will be great. Yea Decker might be the star of the game for the Pats a couple of games but over-all its just how the patriots do things.
