Read that the RNC is giving out tickets.  That's all I know. Maybe there are different sections? Up close needs a ticket but free to stand around the perimeters? Just guessing.

Because Trump isn't comfortable speaking in front of crowds unless he's assured it's hand-picked fans of his.
