There isn't any one person who would be able to use him as a tool. The deep state is lifelong politicians, the crooked subculture in the CIA/FBI/State Department and various other government organizations, as well as lobbyists that get fat and have jobs through both Democratic and Republican administrations that like things the way they use to be before Trump came along. With politicians you're looking at ten term incumbents, organization men like high ranking 20-30 year career CIA agents who don't like a new direction, donors/lobbyists like Soros, Koch Brothers, AIPAC and their aparachniks. Or should it be someone who compromises to get things done? That's why you have a Trump and a Romney in the same party. Right now, the hardliner faction is ascendant in the GOP.
