Same here Tim.  So with any program where only some  people in group receive a benefit, if you will, there has to be some regulations about how it’s administered, correct?  Would an application, income verification, confirmation of correct school district be acceptable controls?

No. I don’t care. I dont think it’s necessary. Such restrictions will hurt people who don’t understand them. I don’t think the abuse, if it occurs at all, will be excessive.
