Private companies then cut those risky loans up and sold them as A paper. No one forced them to do so. While true, if those mortgages had all failed there would have been little to no impact to the economy as a whole. It was the packaging and re-packaging of these crap mortgages as A paper that hedge funds sold and banks bought that caused the issue. The packing and slicing and multiplying of these crap loans magnified their impact massively so that when they started to fail, banks found that a good sized portion of their balance sheet wasn't worth what they thought it was and all of a sudden they had capital adequacy ratio problems.
