So money that is directly positioned for a specific program is used for that program? It is illegal to use emergency funds on anything other than what it is allocated from.

No. I want US citizens to get the help they need. I want FEMA to get money they request to get them through this stuff and not have politicians saying "Well too bad we are back in our home states campaigning." Go to Washington and do something as opposed to thinking of yourselves. I agree with Mike Johnson that there needs to be accountability to make sure the funds are going where they are supposed to.
