What is wrong with this man? Why would he would want to deny furloughed federal workers their back pay?

White House floats no back pay for some furloughed federal workers despite 2019 law

President Trump is floating the possibility that some of the roughly 600,000 furloughed federal workers could be denied back pay once the government reopens, despite a 2019 law intended to ensure federal employees are compensated after a shutdown.

Speaking in the Oval Office on Tuesday, Trump appeared to publicly back a draft White House memo that includes an argument for denying workers pay.

"I would say it depends on who we're talking about," Trump said. "I can tell you this, the Democrats have put a lot of people in great risk and jeopardy, but it really depends on who you're talking about. But for the most part, we're going to take care of our people. There are some people that really don't deserve to be taken care of, and we will take care of them in a different way."

When pressed on the legality of such a move, Trump said,  "What the law says is correct and I follow the law."

As a federal worker who worked through shutdowns , covid etc it always bothered me that other federal employees who were given time off were given back pay. Seems crazy .I have a hunch they're going to be laid off.   No back pay.  No future pay.  Their jobs are gone. The gravy train is over for some. Life can be a kick in the nuts at times.  
Oh well whatever happens , my toes are still tapping

@Ray_T clearly there is more to this right?  Like if the senate can just change voting rules whenever they want, why have the rule in the first place?  Why is it called the nuclear option?  Doesn't that imply that something catastrophic would happen if you invoke this option?  Clearly there is a reason this isn't being done.  Probably because it sets precedent I'd imagine.  Lastly, though, my understanding is that the two options on the table are:

1. The blue team can accept the red team's offer to keep business as usual until they work something out.
2. The red team can choose not to negotiate at all and use something called the nuclear option to keep the doors open.

In this situation, which side should take more of a blame pie for the current shutdown?

And sorry for not spending a lot of calories responding to gutter who has a reputation of just posting stuff to post stuff.  This is the man that said, "LAST CHANCE TO GET OUT BEFORE THE MARKET CRASHES!" and then we find out he did nothing.  This is the guy that was incredulous that people were under the impression that the covid jab prevented covid after they decided to change the definition on the cdc website and the Biden administration spent a year saying you wouldn't get covid if you got the jab, so please forgive me for not taking him overly seriously.
